API Tokens are "available" even though there are no valid Business+ license

@jakub-tldr but it never was in the list of the Business/Enterprise features...and usually we are adding the "badge" near the paid features..but this page designed not as a paid feature screen...so we can add the modal (once user clicks on the "Add new token" button...it will be inconsistent but the fastest way to solve the problem)...or we should hide this tab...but this is the first use case we have in profile...

This feature exists only in the user profile and is considered a business feature (we didn't have such use case in profile before). If the profile belongs to a regular user (non-admin), they have no influence over license purchases.

Therefore, showing the standard modal that says “This is a business feature – go to pricing” would not make sense for them.

The simplest solution would be:
• Hide this tab for regular users
• For admins, show our standard modal with a link to the pricing page when they click the button

Otherwise, we would need to redesign the empty state component, which is currently standardized and used across multiple screens, resulting in additional effort.

Since this is more of an edge case, I suggest either:
• using the existing modal on icon click without additional badges, or
• hiding the tab completely for non-admin users.

Please note the example above. This feature has not been enabled by the administrator, and we inform the user that it must be configured by an admin. We do not suggest that the user configure SMTP, since they do not have access to it.

The same situation applies to tokens. A regular user cannot make a decision about purchasing a license. The only reasonable guidance we can provide is to contact the administrator.
