[Bug]: ACL destination validation error not visible

Summary

ACL destination validation error not visible if no predefined destinations exist

Steps to reproduce

1. Precondition: no predefined destinations exist
2. Create an ACL rule without any destination selected
3. Click "Create rule"

Expected behavior

Validation error should occur:

1. If no predefined destinations exist - under the "Add manual destination settings" checkbox
2. If predefined destinations exist - at the end of the "Destination" section

Actual behavior

No error occurs
