Overview:

Rename JENKINS_WH_URL to JENKINS_ARCHIVE_WH_URL in case we ever need to trigger other Jenkins jobs from the portal.
Add Ranch archival to the bulk manifest creation script to make it simpler to queue/track the retrospective backup.
