Add actions to add/remove/transfer group-to-user

• I have followed the Contributing Guidelines.

• I added/replaced tests following these changes.

Steps:

1. Create action to add a group and update the group and user
2. Create action to remove a group and update the group and user
3. Create action to transfer ownership of a group and update the group and user
4. Create action to delete a user-owned group and update the user and delete the group
