New upstream dependencies for Jasper -> Qt5

After the merge in easybuild of

• add Doxygen build dep to libheif, and drop libheif and libde265 to GCCcore easybuilders/easybuild-easyconfigs#22054
• add libheif dependency to JasPer easyconfigs easybuilders/easybuild-easyconfigs#22055

every PR with dependencies on JasPer (by extension Qt5) will fail due to missing dependencies, eg

2 out of 140 required modules missing:

* libde265/1.0.15-GCCcore-12.3.0 (libde265-1.0.15-GCCcore-12.3.0.eb)
* libheif/1.17.6-GCCcore-12.3.0 (libheif-1.17.6-GCCcore-12.3.0.eb)

== Temporary log file(s) /tmp/eb-e5le9j00/easybuild-xej0f1b6.log* have been removed.

I'm AFK now, but I don't think we should change our installations for this, but rather just inject the missing libheif builds (without updating Jasper) so the test passes.

We haven't had any problems to date so I'm reluctant to interfere with something as potentially time consuming as Qt.
