CI failing frequently due to hitting GitHub API limits

As a more permanent fix for this, I'm working on a new feature in EasyBuild to grab easyconfigs/easyblocks directory from a specific commit, see:

• add support for --from-commit and --include-easyblocks-from-commit easybuilders/easybuild-framework#4468

--from-commit can easily be implemented such that it doesn't use the GitHub API at all (it just downloads stuff from GitHub via HTTP or git clone).

Added advantage here is that this also improves reproducibility, since --from-pr will basically just grab the easyconfigs from the current develop branch when a PR is already merged (and likewise for --include-easyblocks-from-pr).
That will not be the case for --from-commit and --include-easyblocks-from-commit.
