Changes for reading cache files with the Eigen storage order bug [WIP]

Changes

• Added a flag to EmpCylSL called allow_old_cache to disable the version enforcement and cause Eigen to transpose the meridional basis functions
• Added a YAML parameter token to Basis::Cylindrical called oldcache to enable the flag in EmpCylSL

Tested successfully on the eof.cache.run0 example from pyEXP-examples/Tutorials/Data from before and after the 'Version' change.

Needs tests on other bases, if possible.

Another question: the logic requires the user to add the oldcache: true to the YAML config for Basis::Cylindrical to get the override of the previous behavior that triggered a recomputation of the basis cache. I could make a case for not not requiring this extra logic and simply accepting the old version caches as legit. Thoughts?

Good changes -- the logic isn't so complicated in the end. We may want to consider adding deprecation warnings to devel versions to warn people off the old caches, but that's not needed here.

I agree about the deprecation warning. We may want to add that to main as well.
