Reported Attribute Links not hyperlinked for Feature Services

When features are selected and attribute reports are shown, any links in the attributes (assuming a string beginning with 'http') should be active -- clicking them should open the link in a new tab, and styling should indicate this interaction.

While this works on ArcRest (MapServer) layers, it does not work for FeatureServices.
