This PR updates the
effectand@effect/*packages intemplates/basicto their latest version.It does this in line with
templates/monorepo, where only@effect/language-serviceuses thelatesttag, the rest uses the explicit version number with the caret symbol^to make sure installs the latest according to semver.Related
