Fix the UI deployment to Azure using the new structure #95

Current Behavior
The UI was being deployed to Azure when things were merged to main. With the new UI apps, converting to npm, and lerna, the azure deployment needs to be corrected.
Expected Behavior
The UI should be deployed to Azure.
