IPC with a BrowserView that doesn't have a BrowserWindow

Currently you can only send IPC messages to a BrowserView that is in a BrowserWindow. Being able to send IPC messages to a BrowserView that isn't currently set as the BrowserView of a BrowserWindow would be very useful.
