`Process` erroneously allows for multiple `ProcessParameters`

According to @ahawkes, processes should only have one set of parameters each.

Quick question: why are process parameters in a separate file if we can only have one per process? Why are they not just in processes.csv? Is it because they're optional?

This is because in future we might want to have multiple process parameters per process (but not yet)

I'm assuming that each process must have an associated process parameter though... right?
