Deploy MUSE versions to PyPI

After #105

Deploying MUSE to PyPI will massively simplify its distribution and installation by end users, as well as enable other potential uses down the line.

Here there is a nice guide on how to do this with GitHub Actions.

For now, we will publish only pre-releases, with versions ending in .dev0, .dev1, etc.

Documentation for end users should be updated to reflect this change, in particular, this page: https://muse-os.readthedocs.io/en/latest/installing-muse.html
