New course version

New version of the Open University course, to go online in November.

Main changes:

• Completely rewrite/replace the tutorials. There are now 9 tutorials: the first two have been written from scratch, and are included as notebooks in the docs folder. The other tutorials are copied directly from the tutorials in MUSE_OS (which is pulled in as a submodule).
• Rewritten the create_hands_on.sh script, which now builds html files by running the relevant notebooks.
• Reorder of the lectures and quizzes, in accordance with Align the OU course sequence with the MUSE documentation #2.
• Remove files that don't need to be committed. This includes the _build and _deploy folders, as these are generated programmatically
• Add pre-commit hooks
• Update instructions in the readme
• Some small changes to the lectures and quizes (fixing typos, or updating things in line with changes to MUSE)

The course was built with v1.2.1, and I have instructed users to use this version. Links in the text point to the documentation site/github site for this specific version. v1.2.1 doesn't actually exist yet (it's currently a pre-release), but it certainly will do by the time the course comes online
