Moved the "White label Error" section up one level and out of the "Users, roles, profiles, and grants" section. Placed the section between the "File encoding" and "ALTER statements" section

I updated the placement of the "White label Error" section in the "Known issues, limitations, and notes" section. With that change in place, I approve the PR.
