I've added some additional changes to try to minimize outstanding links from other areas of the docs (mostly PEM, some EPAS). Also hide it in search.
Also added some blanket redirects to handle inbound links (PEM online help, etc.)
Pending a quick test for those redirects, this looks good to me!

- install templates - references in EPAS docs - references in PEM docs - top-bar search listing - redirect all sub-URLs to stub
This is still more complex than I feel it should have to be, because Netlify is a wee bit stupid with wildcards.
