It can be closed or open issues, or even PRs. The main issue is it's possible to use a bot to create thousands of issues, while not possible for stars as those are one per github account.

I only see 910 open, 5456 closed. Most of the IDs are for automated actions. Check https://github.com/microsoft/winget-pkgs/pulls?q=is%3Apr+is%3Aclosed
