Add :focus state to the chat compose textarea

Problem
We currently don't have the ability to style the focused state of the chat compose textarea.

Solution

What does focused style mean exactly in this context? Happy to mock something up once I'm up to speed.

I guess something similar to when you are writing on the comment here on GH, and after you click somewhere else. The background changes colour, and so does the border of the comment box.
Not sure what Shawn had first intended.
