Something is up with Webpack eslint-loader caching

Having trouble reproducing this but noticed it happened a few times.

Here's what happens... eslint complains about something and then despite fixing it the error will not go away.
Removing node_modules and running npm i again will fix this issue and eslint will finally stop complaining.

I'm guessing the problem is related to this line

I have seen this happen most often with conflicts. A slightly easier fix is to run:

rm -rf node_modules/.cache/eslint-loader/

We can try removing the cache: true, but we'll need to watch to see if that slows down development. I imagine with a big codebase, that could get pretty slow.
