Display web and desktop notifications when there is a new comment in the current room while that tab/app is in the background

Ah yeah there is no detection yet for whether the window has focus. Just whether the report is open.

When we tackle this issue we need to find a solution for both web and desktop app i.e.,
for web - “tab could be in the background”
for desktop - “user may not be looking at it”

For desktop, it should send a notification if the chat is open but the app is hidden

This is 'hella annoying', people are missing chats because they're not getting notifications when they're in the middle of coversation (just happened with @jboniface and I). Going to bump to HIGH and try to find someone to look into this via #deprecate-slack and #engineering

I updated the title to reflect we want to ensure this works for both Web and Desktop.

Slack does a great job at managing this, I propose we try to handle the notifications the same as them. From testing it appears both web and desktop for Slack behave the same:

• When you're in chat A, you get a message in Chat A and Slack is the front-most window = no notification
• When you're in chat A, then go to chat B, and Slack is the front-most window = notification for new chat A message.
• When you're in any chat and Slack is not the front-most window (this could be open on desktop or docked)= notification

Since Slack is able to do this I assume we should too.

To replicate the issue
On Desktop and Web

• Open a chat with someone
• Send message
• leave chat open
• when user replies, notice there's no notification (if window is front or hidden)
