Expected Result:
The report submission message "You (on behalf of employee) submitted this report to you" is owned by the admin
Actual Result:
The report submission message "You (on behalf of employee) submitted this report to you" is owned by the admin first, then it quickly changes to become owned by the employee, when the message indicates "You" which means the admin
