Action Performed:

1. Go to staging.new.expensify.com
2. Go to any chat which is not a room.
3. Send a message with #anything.
4. Wait 1 to 2 minutes.

Expected Result:

There will be no error after sending the text.

Actual Result:

"Auth CreateReportAction returned an error" shows up when sending #mention in non-room chat.
