Problem

Right now, there's no logic to handle offline state for XeroOrganizationConfigurationPage.

Solution

We need to add proper offline state handling for XeroOrganizationConfigurationPage using the <OfflineWithFeedback> component. That way we'll notify the user of the pending action and of possible errors.
