Update Workspace button text during pending account validation

Action Performed:

1. Open a Workspace with a PENDING account
2. The button text is set to Get Started.
3. After validating the 3 amounts, the button still says Get Started.

Expected Result:

1. Before validation the button text should be set to Finish Setup.
2. After validation the button text should be set to Manage Cards and clicking it should direct the user to expensify.com

Actual Result:

1. Before validation the button text is set to Get Started.
2. After validation the button text is set to Get Started and clicking it opens a blank modal.

Workaround:

1. The button text does not affect the workflow, but is confusing.
2. The user can refresh the page.
