Do not show a loading spinner in place of the Get Started button copy during VBA flow #4384
Description
Problem
When a user enters information at certain steps where we make an API call, and thus there is a brief loading period, we show a loading spinner in the right pane modal they are actively in, and the button in the background used to set up a VBA or manage cards.
Solution
Do not show a loading spinner for the button, even in a circumstance where the right pane is loading. Instead, make sure that the button always remains consistent with what it said when first selecting it (Get Started or Finish Setup).
