Open desktop app when it's docked and a notification has been clicked

**Problem**
Currently, when a new desktop notification arrives, if you click it while Chat is docked and not on your screen, the app won't open (it will be brought to the front if it's open and behind other windows).  

**Solution**
Work similar to Slack where, even if the app is docked, it will open and show the message once the notification has been clicked.
