Action Performed:

1. Create a one expense report as a submitter
2. Submit report for the approver to approve
3. Open the report as a approver

Expected Result:

Report opens normally

Actual Result:

When clicking on a one expense report, the expense preview seen for a while as the one-expense report view loads. Then the expense preview disappears entirely and correctly see the one-expense report.
