Debug - Not found page is not displayed in RHP when deleting a report

Action Performed:

1. Go settings > Troubleshoot > enable Debug mode
2. Go to any chat > click on chat header > Debug
3. Scroll to the bottom > click Delete button

Expected Result:

RHP should stay opened, and not found page should be displayed

Actual Result:

RHP is closed, and user is redirected to concierge

Workaround:

Customers do not use Debug mode. @IuliiaHerets is this something that means testers are unable to do their job? I'm struggling to understand the impact of this one.

@RachCHopkins This issue was found when executing the PR and it was fail, so we reported the issue

Oh, this PR #51425 now changes it so when we delete the report, we navigate to concierge.
