Onboarding tooltips can't be dismissed when clicking away

Device used: Windows 10 / Chrome, Apple iPhone 12 Pro / Safari
App Component: Other

Action Performed:

1. Navigate to https://staging.new.expensify.com/
2. Log in with a new Gmail account
3. On the onboarding modal, select "Something else" and set any first name
4. Click on any empty space that doesn't navigate to away to dismiss the "Create expenses" tooltip
5. Click on the "Create expenses" tooltip

Expected Result:

I should be able to dismiss the tooltip.

Actual Result:

Onboarding tooltips can't be dismissed when clicking away or on the tooltip itself. It affects all of the onboarding tooltips. The tooltip disappears if I click on the FAB.
