[Due for payment 2025-03-21] Add the front-end UX for exporting reports to PDF but use the existing back-end PDF generation functionality from Classic

Coming from this Slack thread, in order to allow for PDF exports we should add the front-end UX, but use all the existing back-end PDF generation functionality from classic.

Adding the design label so that we can get some mockups for exporting from the reports page and via chat.

Are we talking about the Download/Export functionality here? I saw some mention of custom formatting, is that something we'd want to or is this purely file format?

I wonder if we'd use a confirmation dialog to keep it simple here:

I was thinking double popovers, but it feels a bit odd. Though it might be better if we have more formats in the future!? Also think it'd be less consistent in working with an option row and a pop over for download.
