Action Performed:

1. Create new workspace.
2. Enable delay submissions.
3. Add new direct card feed.
4. Verify allow deleting transactions is disabled.
5. Assign a card with expenses.
6. Go to the workspace chat.

Expected Result:

You don't see the option to delete transactions, since they can't be deleted.

Actual Result:

You see the option to delete transactions. We throw an error if you click it (so the end result is correct), but the UX is confusing.
