Action Performed:

1. Open app
2. Navigate to the Distance Rates page of the workspace settings
3. Go offline
4. Add a new rate
5. Delete this new rate
6. Turn on internet

Expected Result:

Turn online, the deleted distance rate when offline should disappear from the table

Actual Result:

Turn online, the deleted distance rate when offline is disappeared then appeared with rate $0.00/ mile
