Precondition: Invoice feature is enabled

1. Navigate to https://staging.new.expensify.com
2. Send and an invoice
3. Navigate to the invoice chat
4. Send a new invoice via the + button in the composer

Expected Result:

The chat should be auto scrolled down after sending a new invoice

Actual Result:

Chat does not auto scroll down when sending an invoice via + button in the composer

Invoice - Chat does not auto scroll down when sending an invoice

What is the root cause of that problem?

we are passing the receiver account id as the account id which is not the current user so it doesn't scroll

What changes do you think we should make in order to solve the problem?

    notifyNewAction(invoiceRoom.reportID, currentUserAccountID);

Note: we can consider avoiding notifyNewAction in the case of isSearchTopmostFullScreenRoute as we don't to the invoice room in that case and auto scrolling is not needed.

What specific scenarios should we cover in automated tests to prevent reintroducing this issue in the future?
