[Due for payment 2025-08-13] [Avatars - Reports] Fix Report Header Avatars in LHN, Reports Tab to use new logic.

Problem

We added new logic for report avatars (IOUs) in #64802
However, avatars are rendered in many places across the app. To avoid a massive PR, we'll use this issue to track changes to:

• Reports page
• LHN
• Report Details page
• & anywhere else we display a report avatar

Solution

Use new logic for report avatars in all places in App.
