App Component: Workspace Settings

Action Performed:

1. Sign in to ND with expensifail account
2. Create a workspace
3. Open WS settings - Reports and change the report title to:
   ID: {report:type|substr:0:3}-{report:total|substr:1:4}
4. Save the formula
5. Create new report via FAB
6. Verify the report title in the header shows ID: Exp-0.00 (it is shown briefly, then only ID: is left)
7. When in the report, click "Add an expense", create an expense
8. Verify title shows: ID: Exp-[amount]
9. Click on the "From" link in the header to navigate to the workspace chat
10. Observe the report title - it shows only ID: again

Expected Result:

Report title is "ID: Exp-[amount]"

Actual Result:

Report title is "ID:"

I reproduced in staging v9.1.97-1. In prod v9.1.96-2, the report formula doesn't update the title at all so I'm not sure this is really a regression.

I'm guessing the optimistic title calculation in #65862 is working, but the title is not being calculated in onyx updates from the backend.

@neil-marcellini are custom report titles supposed to be behind a beta? It doesn't seem like it atm.
