1. Enable the three-dot navigation bar in the Android settings.
2. Open the app
3. Click the "+" button and wait for the modal to open

Expected Result:

The navigation bar should be transparent.

Actual Result:

The navigation bar is translucent with 80% opacity, which changes slightly differentiates the color of the navigation bar from the app background.

Alright I jumped the gun at this and merged it without C+ review, which was dumb of me. It ended up causing workflow failure: https://expensify.slack.com/archives/C01GTK53T8Q/p1755880511165969. We immediately reverted the PR which should fix that.

@chrispader I'm about to go OOO for 10 days so I can't be the CME on this, but I'm going to set this up for being reviewed by a contributor via our normal process.
