Device used: Motorola MotoG60 / Android 12 / Chrome ( mWeb / Hybrid app) - Windows 11 / Chrome

Action Performed:
Prerequisite: Account has at least one workspace available.
Prerequisite 2: Delayed submissions and approvals enabled.
- Open the Expensify app.
- Open any workspace chat.
- Create a manual expense.
- Open the report of the just created expense.
- Tap on "More" and select "Reject"
- Enter any reason and reject the expense.
- Once redirected to report, turn off internet connection.
- Note that "Rejected this expense" system message, is displayed grayed out.
- Turn on internet connection again.
- Note that "Rejected this expense" is displayed with correct opacity again.
Expected Result:
When expense is rejected and user turns internet connection off, the "rejected this expense" message, shouldn´t be displayed with reduced opacity.
Actual Result:
"Rejected this expense" message, is displayed with grayed out everytime the user is offline.
