Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat
3. Create an expense
4. Open the expense report
5. Click Submit
6. Click More > Hold
7. Enter reason and save it
8. Go to Reports > Reports

Expected Result:

Approve button will show up on the report row

Actual Result:

View button is shown on the report row.
The same issue happens when the report is pending for payment - View is shown instead of Pay.
