Have more than 1 workspace

1. Open a non-default workspace chat that has the Tags feature disabled
2. Create an expense with a violation (for example, no category)
3. Open Account > Troubleshoot > Clear cache and restart
4. Open the workspace's More Features page
5. Enable Tags

Expected Result:

The Tags is enabled

Actual Result:

The Tags isn't enabled

App crashes when try to enable workspace Tags feature

What is the root cause of that problem?

App/src/libs/ReportUtils.ts

Lines 2032 to 2033 in d8bbc0a

	const tagList = policyData.tags?.[tagListName];
	const tags = tagList.tags ?? {};

After clear cache and restart, policyData.tags is empty object so tagList is undefined.
So crash happens on tagList.tags

What changes do you think we should make in order to solve the problem?

Add optional chaining: const tags = tagList?.tags ?? {};

What alternative solutions did you explore? (Optional)
