Action Performed:

1. Open the Expensify app
2. Sign up with a new account
3. Complete onboarding modal selecting "Track and budget expenses"
4. Once redirected to "Inbox", create first workspace
5. Navigate to "Reports"
6. Note that you land on "Approve" section by default
7. Kill and relaunch app. (Refresh on Web and mWeb)
8. Navigate to "Reports"
9. Note that now, you land on "Submit" by default instead of approve

Expected Result:

When user that is admin of a workspace navigates to "Reports", the default category should be "Approve"

Actual Result:

When user that is admin of a workspace, navigates to "Reports" after refreshing app, is redirected to "Submit" by default again instead of "Approve"
