Action Performed:

  1. Create new gmail account
  2. Create Workspace
  3. Create report with 2 duplicates
  4. Check report buttons and step banner

Expected Result:

Step banner says "Potential duplicate expenses identified. Review duplicates to enable submission." Report has "Review" button

Actual Result:

Step banner says "Potential duplicate expenses identified. Review duplicates to enable submission." But report has "Submit" button
