Precondition:

• User B account is new and unverified.

1. Go to staging.new.expensify.com
2. [User A] Submit an expense to User B.
3. [User B] Open the IOU report.
4. [User B] Click Mark as paid.

Expected Result:

Magic code page will open.

Actual Result:

Nothing happens when tapping on Mark as paid button as unverified user.
