Coming from here (user details and sessions etc are there), creating this issue to track investigating what's going on here.

Problem:

"This popup is behaving strange. For example sometimes it's rendered twice (this is visible on one of sessions). Sometimes the dependency array is changing very often and it can be unpredictable and unstable."

Additionally, we are also seeing delays in the Onboarding modal rendering https://expensify.slack.com/archives/C05LX9D6E07/p1767705285255599

I've been unable to reproduce the issue when modal is not rendered until user goes to Reports, but I reliably reproduced issue with unstable modal.
