Expenses - Delete option is missing for member in the report when approver left the WS

App Component: Money Requests

Action Performed:

Preconditions:
Owner created a workspace and invited member and approver.
Submission frequency in Workflows is disabled

1. Member submits 2 expenses in workspace chat
2. Approver approves the expenses
3. Approver leaves the workspace
4. Approver navigates back to member's workspace chat, open the report - More - Unapprove
5. Member opens the report in the workspace chat, selects both expenses - 2 selected - no Delete option is displayed
6. Admin invites the Approver again and makes him an approver -
7. Repeat step 5 - now Delete option is available

Expected Result:

Member is able to delete the expenses in the reports after approver left the workspace and unapproved the expenses

Actual Result:

Member is not able to delete the expenses in the reports after approver left the workspace and unapproved the expenses. Delete option is not displayed in report. Delete option is available to a member after Approver returns to the workspace, or in Reports/ Expenses
