Let's refactor the enable payments flow to use useSubPage and dynamic routes.

• Workspaces > [Workspace Name] > Workflows > Make or track payments

I've made some research and I think we don't have to hold for #73825 for USD and non-USD flows - backTo param is only used for ReimbursementAccountPage (the entry point) and VerifyAccount page. When the project is finished we can then handle navigating to the entry point separately.

I'm working on non-USD flow now. I already migrated the steps to separate routes

I migrated all major steps to new routes; now I'm migrating the substeps. I made the changes to the urls according to our discussion on Slack https://expensify.slack.com/archives/C05LX9D6E07/p1771937632188229?thread_ts=1771885642.837559&cid=C05LX9D6E07

Then I will test the flow thoroughly, and if everything works well, we could possibly have the non-USD flow ready for review later this week.
