Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Go offline.
4. Create a report.

Expected Result:

Report title should follow workspace report title, which is "Expense Report with date".

Actual Result:

Report title is "workspace owes x" when report is created offline.

Workaround:
