Fix axis label clipping in chart components

QAs reported in #81611 (comment) that labels can still get clipped. There is likely a bug in the label layout hook that doesn't account for edge label overflow and fails to apply rotation/truncation when necessary.

Still didn't get to this one implementation-wise. Nevertheless, I started the investigation and I will likely do a bigger refactor of our label layout logic to make it work correctly for both LineChart and BarChart
