• Submissions frequency is set to Instantly
• Disable Approvals and Payments in Workflows settings.

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an empty report.
4. Open the report.

Expected Result:

Next step message will not show "No further action required!" on draft report.

Actual Result:

Next step message shows "No further action required!" on draft report when Submissions frequency is Instantly.
