[$250] Expense - No tax section, wrong tax rate when merging with self DM expenses

Action Performed:

Precondition:

• Taxes are enabled.
• Workspace has two tax rates - 5% and 10 %.

1. Go to staging.new.expensify.com
2. Go to self DM.
3. Create a manual expense with 5% tax rate.
4. Create a manual expense with 10% tax rate.
5. Open the first expense from Step 3.
6. Click More > Merge.
7. Select the other expense from Step 4 > Continue.
8. Select any amount > Next.

Expected Result:

In Step 7, Tax section will be available for user to choose which tax rate to keep.
In Step 8, Tax amount will be calculated based on the selected amount.

Actual Result:

In Step 7, There is no tax section to select when merging workspace expense with self DM expense.
In Step 8, Tax rate is 0%, tax amount is 0.00 when merging with unreported expense.
