Add a new actionable to alert a new user to validate their account (SMS or email)

Design details

• Section title is Time sensitive (strong text like all Home header titles)
• Icon is Envelope Open Star (green 500; green 100 border)
• Supporting text is "Account"
• Bolded text is "Validate your account to continue using Expensify"
• Button is "success" color and text is "Validate"

Product details

• This exclusively applies to existing accounts that are not yet validated
• Tapping the Validate button takes the user to /settings/profile/contact-methods/validate
• The Time sensitive slot always appears at the top of the left-side of the Home page
